Household Survey/Data Collection Specialist

The International Center for Research on Women is a part of a three-year partnership with the World Bank and UNIFEM:  The Results-Based Initiatives (RBI) Project.   The goal of this project is to test new approaches to women’s economic development and to provide evidence that investing in women works.  RBIs are simple, innovative interventions that can improve women’s economic activities and productivity in a relatively short time.  ICRW is evaluating the RBI projects with local partners, which are implemented by UNIFEM.   

In the Mekong region, a bamboo-handicrafts project will be conducted by Prosperity Initiative from January 2009-January 2010.  The project will be implemented in two countries, Laos and Cambodia.

ICRW is conducting a pre-/post household survey as part of its evaluation.  Approximately 2,000 surveys will be conducted in three provinces of Laos and two districts in one province of Cambodia.  The survey will contain modules on basic demographics, expenditures, employment and income, bamboo handicraft production, time use, food security, and project participation. A local firm, Indochina Research Limited, has been identified to implement the data collection.    ICRW is seeking a consultant with extensive experience in organizing, supervising, and implementing household surveys to supervise the data collection process. 

 

Primary Duties:  

Under the supervision of the ICRW Evaluation Expert and in coordination with the Mekong Evaluation Team Leader, the consultant will:

  • Take the lead in preparation of final survey forms and documentation, including instructions for enumerators
  •  Participate in a survey instrument review with partners
  • Organize and supervise training of survey enumerators
  • Organize and supervise field testing of the survey instrument
  • Organize and supervise listing of households to establish a sample frame
  • Provide overall field supervision of the data collection in both countries
  • Implement systems to check consistency of data while in the field
  • Conduct regular review sessions in the field during implementation focusing on problems noted by fieldworkers and supervisors
  • Advise on establishing systems for data entry, with an emphasis on quality control and help IRL implement these systems
  • Write a comprehensive report on survey implementation
  • Review dataset produced by IRL for consistency and quality and work with IRL to clean data as needed
  • Conduct initial analysis and produce a report on initial findings of the data
  • Coordinate with the ICRW evaluation team, the project team and the World Bank team

Required Education, Skills, Knowledge and Abilities:

  • Must have demonstrated experience in planning, supervising, and conducting rural household surveys with a socioeconomic focus, including expenditure and income data.   Experience with established surveys is preferred.  Should have Ph.D. or Masters and additional experience in economics, agricultural economics, or other field with development and quantitative background.
  • 5-7 years work in development, including 2-3 yrs experience supervision of implementation of surveys. 
  • Fluency in English is essential with ability to write technical and non-technical reports. 
  • Experience in the Mekong region and knowledge of French, Lao, or Khmer is a distinct advantage.  

Parameters of the Engagement:

  • The consultancy will last from August 2008 to January 2009 with an estimated three to four months of consultant time.  
  • Baseline data collection will take place in October-November 2008.
  • The consultant is expected to be in the field  for a period of approximately 6 weeks during all training, field testing, and data collection, a period of in the field
  • The consultant is not expected to work on-site but may be asked to attend in-person meetings at ICRW’s offices in Washington, DC for progress reports.
  • Consultant will be compensated directly by ICRW. 
  • This is a 1099 consultancy, with fees payable as a daily rate.
